a lot of cost overruns for major programs but the reason we have cost overruns technology involved, some programs are so expensive. i guess the last point i would make on that, health care costs. the military retiree population is like the civilian population. there are a large amount of baby boomers and that costs a lot of money and health care costs health care costs have gone up across the board for the whole country. those are three areas the pentagon could have done a better job managing costs. bill: you think panetta has the right to be frustrated but a the end of that clip he said we've got to solve real problems facing this country. in your opinion did he help solve those problems? >> he did to some extent but i think he is trying to place the blame squarely on congress when really the blame should be focused i think on the obama administration. the obama administration was supposed to lead on this and i think what they did, they just created this super-committee, super-committee to handle the debt. it wasn't able to come to an agreement. and so they thought the sequestration wou
